One of the first steps in preparing a Neighbourhood Plan is to apply to designate the Neighbourhood Area, which is the geographical area that the plan will cover. This process can only be done by a parish council, or by a Neighbourhood Forum in an unparished area.
Your opportunity to make comments on the Neighbourhood Plan (see supporting documents below) has now closed. The consultation was open between 24th June 2024 and closed at 5pm on 12th August 2024.

The Headcorn Neighbourhood Plan was passed at referendum on Thursday 26th June 2025 (see results below) and now according to Planning and Compulsory Purchase Act 2004 section 38 (3A) is part of the Development Plan for the Borough. Following this result the Council will take a report through its democratic process to ratify the referendum.
